CorporateLounge is pleased to be able to provide services to state and local government agencies and institutions of higher education under the Department of Information Resources (DIR) Deliverables-Based IT Services contract (DBITS). This contract vehicle benefits users by eliminating the request-for-proposal requirement and accelerating service delivery via this fully competed contract mechanism. The process helps your organization save time and money, allowing CorporateLounge to contract directly with eligible entities, including Texas state agencies, public institutions of higher education, public school districts, or other local government entities.

Application Development
Application development is the development of new applications, which may be mainframe, server, network-based, web-based, or a combination and may require interfaces to existing applications.
Application Maintenance and Support
Application maintenance and support includes troubleshooting, modifying, maintaining, improving security, and enhancing legacy systems and applications, which may be running in a production environment.
Business Intelligence (BI), Data Management, Analytics, and Automation <br /> (including Data Warehousing)
This category includes solutioning data warehouse architectural design, data warehouse processes and sourcing, extraction, transformation, analytics, and loading of data sources; planning, assessment, product installation and tuning; prototype development, deployment, data cleansing, data mart development and support; data migration, integration with data mining; integration with business intelligence tools, artificial intelligence, and/or systems; data scrubbing; data transformation; training and knowledge transfer.
Data governance planning and implementation, and Business Analytics and Reporting (BAR), are also included in this category.
Enterprise Resource Planning (ERP)
ERP is an amalgamation of an organization’s information systems designed to automate and integrate a variety of functions, commonly referred to as “back office”, including financials, human resources and asset management. These systems are usually modularized and generally highly configurable. Business Process Reengineering (BPR), system or application changes, implementation, conversion services, and training are often included in an ERP initiative.
Technology Upgrade, Migration, and Transformation
Technology upgrade, migration, and transformation may be accomplished by converting/migrating legacy applications to new technology, either with or without new business functionality. It may also include introducing new technology into the enterprise and managing any changes as a result of the introduction. Transformation may include assessments of the current application portfolio, evaluation of the technology assets before beginning technology transformation, and Business Case development for justification of an initiative. Part of the transformation journey may include planning, analysis, requirements development, proof of concept, deployment, implementation, integration, remediation, data migration, documentation, application programming and support services, and training support. Additional areas within scope include the following:
- Website content accessibility compliance;
- Cloud transformation;
- Digital transformation;
- IT organizational transformation; and
- User acceptance testing.
IT Assessments and Planning
IT Assessments and planning may include IT effectiveness, maturity, governance, and architecture. Strategic planning activities may include mission statement development, visioning, goals, objectives, and strategy development. Assessment of staff knowledge, skills, and abilities, bandwidth, time and motion studies, and succession planning are included in this category. Strategic planning development and tactical planning may require the provisioning of actionable plans and roadmaps. Organization change management, enterprise architecture, cloud assessments, and network performance assessments are within scope as well.
Independent Verification & Validation (IV&V)
Independent verification and validation procedures are used together for in-depth analysis of a product, service, or system for compliance with requirements, as well as the independent oversight of software (or systems) development life cycle (SDLC) processes and specifications.
Market Research, Procurement Advisory, and Contract Implementation Services
Market research, procurement advisory, and contract implementation service activities may include requirements gathering, facilitation activities, scoring criteria development, evaluation criteria development, negotiation guidance and assistance, and contract transition assistance.
- Cost optimization including software license cost analysis;
- Financial planning and pricing structures;
- Market reviews/market research;
- Market engagement;
- Transition/implementation assistance; and
- IT contract management assistance.
Project and Program Management
Project and program management services include any or all of the project management processes identified by the Project Management Institute (PMI) as published in the most recent edition of the PMBOK® Guide, including practice guides such as Agile and Managing Change in Organizations. Examples of included services include utilizing the Customer’s tools and processes, using commercially available off-the-shelf tools, using Contract Holder’s own proprietary tools and processes to manage a project, and using the Texas Project Delivery Framework. - Business case development;
- Statewide impact analysis;
- Cost-to-benefit analysis;
- Risk assessment;
- Stakeholder management;
- Organizational change management;
- Strategic planning;
- Program assessment; and
- Agile development, training, and coaching.
How to Place a DBITS Order with CorporateLounge
The value of any one SOW may not exceed $10 million for any given DIR customer. To be awarded a purchase order hereunder, vendor(s) must respond, in writing, to an SOW for services as issued by customers (state agencies, government entity), consistent with the terms and conditions of the DIR DBITS contract. Vendor(s) shall only respond to SOWs for technology categories for which vendor(s) have been awarded in the DIR DBITS contract.

- A government customer identifies a need for a deliverables-based service from one of the DBITS service categories.
- The customer creates an SOW, as provided in Appendix C, for release to vendors. The SOW will describe the deliverables, acceptance criteria, and service levels. An authorized customer representative must sign the SOW.
- The customer sends the SOW to the CorporateLounge contact.
- CorporateLounge will submit a response to the customer with a fixed price based on deliverables.
- Once CorporateLounge is selected, the customer issues a purchase order to CorporateLounge referencing the contract number, DIR-CPO-5927. Once the purchase order has been accepted, the project can commence.

- Service provided under this contract shall be based on the statement of work form outlined in Appendix.
- Customers may negotiate the terms and conditions of an SOW to suit their business needs, so long as the SOW terms and conditions do not conflict with or weaken the terms of the DIR DBITS contract. Vendor shall perform its work in compliance with the DIR DBITS contract and the agreed-upon statement of work with the customer.
- Customers purchasing services under the DIR DBITS contract shall negotiate pricing directly with the vendor in accordance with the customer’s statement of work.
- Any warranty regarding services will align with the DIR DBITS contract and any additional terms negotiated under the customer’s statement of work.
